Immediately after the spill in China drew world attention PKSCA organized a series of telephone conferences between the technical staffs of the sister cities to discuss the emergency situation in Khabarovsk.  Based on those conferences, and with knowledge gained from six years of previous environmental programs, PKSCA Environmental Programs Director Thomas Benke was able to draft a report to Portland Mayor Tom Potter recommending an appropriate response.
